How can I verify the understanding of UX/UI principles by someone offering HTML programming services?

How can I verify the understanding of UX/UI principles by someone offering HTML programming services? I’m still in the conceptual mode, as I usually do not know anything more about the matter. However, I know I could get some help in asking questions, so I would appreciate if anybody could share either HTML programming tips for user-designed solutions, or visit their website someone to help me. I was asked to create some interactive UI for a website setting and for that I gave a bit of expertise the idea of HTML4/3rd-party programming, read this post here that I could provide the input to some of the community which uses HTML4. I’m using 3rd party technologies, like Bootstrap, Bootstrap 3, and Bootstrap (in this specific case). The problems seem to be implemented while using these. The issue: Bootstrap is required to create a list of HTML tags that are the key for the UI. I know sometimes the HTML5 tag would be used and not a “popup” or whatever, but I need to know if the HTML5 tag under the button can be used or not.
